This person named Roger Snell has found a loophole in eBay and Paypal to commit fraud. He registers multiple accounts on ebay with the same home address, but uses a random phone number such as a mechanic's shop, a Starbucks coffee, or any business phone number he can find and registers it as his home number on eBay.

He creates multiple accounts such as soopaballs1, soopaballs2, etc. and sets up corresponding emails on free email sites like Yahoo or Google and calls it soopaballs1@yahoo.com, etc. to correspond to each account he has. He then buys small ticket items for $10, $15 or $25 to raise his feedback score. After he has built up enough feedback, he buys high ticket priced items such as jewelry, computers and anything that has a high resell value.

Ebay and Paypal policies protect the buyers only and not the sellers. After he receives the goods, he files a claim that he never receives the items. I was an unfortunate seller on eBay and sold him $1700 worth of collectibles. Even after providing tracking and signature confirmation, Paypal still awards him the money even though proof was provided. He states that "I know the tracking info says it is delivered, but I never received it."

There is no recourse from eBay or Paypal and this is a large loophole in their system. You can Google search this very subject matter and see how many sellers have run into this same problem. The buyers know about it and are committing fraud with no holds barred.
