Safeway American Canyon, California Did not deliver groceries and would not refund my money California American Canyon

Does anyone know what recourse I have with Safeway? I ordered groceries for delivery 2 days ago. When my order was delivered 90% of my order was missing because apparently they forgot a couple bags at their American Canyon Store according to the store manager there. I was told they would deliver the rest of my order between 8 am and 12 pm and nobody showed up. I called and spoke to the manger of the store around 1:30 pm and he told me he was leaving at 6 pm and it will be delivered shortly. 4:30 rolled around I decided to call the American Canyon store and a woman answered the phone and she said the order was in route and should be at my home any moment. 7:30 pm rolled around nothing. I called customer support at corporate and asked for a refund. I was told a refund was processed. Instead of a refund they charged my card for more money. Today I received a call from the American Canyon Store again and they said they were processing a refund which i don’t believe they will. Am I just out the money? Is there any consumer protection agency that protects us from companies like Safeway if they don’t deliver and keep your money? Any advice is appreciated!
