I signed a contract with Salt River and Wind in May 2010.  They have lied and made many excuses as to why they panels havent been installed.  Fact is they took many more orders than they could handle and got backlogged.  They required 50% payment upfront and then only installed the meter and the roofing mounts.  I had enough of their weekly calls saying the panel arent in yet.  So I called Tucson electric and power to find out the status of my application only to find that it expires 180 days after submittle and they could have ask for a 90 day extension but they never did.

So my application expired which means I no long get $3 a watt rebate only $2.  That alone has now cost me thousands of dollars.  This is the reason I believe they have not installed many customers panels because they can no longer get the full rebate from what they bid to me.  I suggest you call your electric company to find out your application status.  I believe theres enough of us to start a class action lawsuit if this is applicable.  Please respond if interested. or have more questions.
