Signed contract with retainer for audit of utility bills. After sending in utility bills for 10 months, received a letter indicating because they did not receive the utility bills, they were going to keep the retainer. Cannot contact via email or telephone. Steven Rafter does not return calls or emails. Have filed a complaint with BBB asking for the refund of the retainer.
