SavingsAce Bogus Charges; Fictitious personal information on membership form I never signed up for Internet

I was charged for a membership to SavingsAce, http://www.savingsace.com/, a site I had never visited until I found a fraudulent charge to my credit card.  I called the number on my credit card statement and got a Membership account number through the automated phone system.  However, I did not have an option to talk to anyone in Customer Service.  When I went back to their site and typed in the Account Number, the street address they showed is a street that does not even exist in my city; the telephone number I supposedly used when signing up for a membership was all 9's, which also would be fictitious.  I contacted the credit card company and told them I was protesting the charges and wanted them investigated.  $19.95 may not be much money, but fraudulent fees like that can soon add up to several hundred dollars.  

After going to Google and searching checking online for SavingsAce I found that Ripoff Reports had 13 complaints while Complaints Board had 103!!!  Several of the complaints show a connection between SavingsAce and MyLife.com and/or Reunin.com.  I did sign up for a membership at MyLife.com, but the street address and telephone number I used were legitimate, not the fictitious ones SavingsAce.com showed.

What recourse do I have to get my money refunded?  Also is there a state or federal agency where I can make a complaint against this company?
