Their website asked a lot of personal questions, such as; name, address, date of birth, social security and even my earnings stated in my 1040.  This was required to "pre-qualify" me.  Once qualified I was given a telephone number to call (866-949-4367) and an application ID to activate account.  That phone number doesn't work.  Now I read some negative reports and can only hope they don't use my personal information with ill intent.
