SCOTT R. PHILLIPS DEADBEAT DAD - WARRANT OUT FOR ARREST west warwick Rhode Island
There was a body attachment/ arrest warrant issued for child support arrears of +$30,000 in Jan 2013.
Scott R. Phillips and his father, Robert L Phillips ran a restaurant called BIG BITES in Warwick, RI for several years, but Scott was paid under the table so no one could track him down.
He was found working there, finally, in 2012 after three years of searching. He promised to pay the three years of child support he avoided and made a few $200 payments and promised to pay it off “quickly.”
Suddenly, the restaurant closed and Scott was no where to be found. His phone number still works but he does not answer. Ever. It’s billed to his father but he will not reveal where Scott is. It is certain he is still somewhere in Rhode Island hiding out in one of his father’s many properties. He does not currently have a drivers lic as the state suspended it due to child support arrears.
Warrant was filed by at Family Court in Providence by the Dept. of Child Support in RI.
Only in the state of Rhode Island would someone be able to hide out under a parent’s business, get paid under the table and skip out on supporting their own children.
Please help find Scott R. Phillips. He was born on **/**/***. He’s approximately 5’10″ with reddish brown hair. Has a slight stain on front tooth. Short hair and sometimes will wear a beard in an effort to look different.
Photo was taken in 1998 …he really doesn’t look different other than a little weight gain and sometimes a beard.
He often drives one of his parents cars – a 1995 Red Volvo 850 or a dark green Dodge Minivan (mid 90′s).
His father also owns the NEWPORT COTTON COMPANY 198 Thames St Unit 1 Newport RI but I have not been able to locate Scott there.
If you see him, please contact police so he can be picked up.
He’s VERY charming and you’d never suspect he is wanted for child support.
He has three beautiful children and the divorce happened 12 years ago — he has been pulled into court for non payment at least 15 times in 12 years. He's seen his children once in the past 3 years and prior to that on a sporadic basis --but is a habitual liar and comes and goes like the wind.
This is the longest he’s gone without being caught.
Please help us find him. Especially since he grew up a rich and priviledged child and now has no regard for supporting his own children.

I did not addresss some of your very off base points in my previous reply...

Brush up on the law in your spare time. Child support doesn't just go away because a child reaches a "certain age." It's a debt that will remain until paid — even if the children are 50 years old.
"Look at the lesson THEY are going to pick up from this situation."
Look at the lesson he has taught my children. Because of his actions, they know what kind of parent they don't want to be based on 15 years of deception, lies and inability to support his children emotionally or financially. All while he vacations, works at various businesses owned by his father and squanders his money on who knows what. I've taught my children to be strong, independent and good citizens. Now go learn something new — like how to write an effective rebuttal.

'Just saying' (I hate that phrase), the route I took was an excellent one. It took some time and didn't cost me a dime. The RipOff report helped me connect with people who tracked him down for me and now he's in jail. As of today, it's day 8 and that will continue until he decides to do the right thing. I've been patient for 15 years. I have no problem waiting.
Your interest in this situation is peculiar. Go rally for someone who is naive enough to believe what you have to say.

SCOTT R PHILLIPS was arrested by NEWPORT, RI police on August 11, 2015 on a warrant issued by the child support court in Rhode Island. He has been held at the ACI since August 11 with a very large balance to pay before he is released. The judge found him in wilful contempt and he is being considered for home confinement because for 15 years he has only paid when caught. He made a downpayment on his large arrears, but it's not enough to pay off the $61,000+ dollars owed.
And to whoever posted that poorly thoughout response, you are completely wrong (and you need to slow down on the ALL CAPS.) My children are A students who are close to college age — they are doing fantastic and lead productive lives. They haven't seen their father in many, many years because he chose to hide from them (and the law). They did not recognize him when he was apprehended - sad but true.
His response to their "Hi Dad" when he was caught at his apartment in Newport? He asked them if he could get arrested away from his business .... because that was embarrassing....but never said hello. Sketchy.
Thanks to all who have helped track down this deadbeat. I don't feel sorry for him after hearing his lies in court and listening to him brag about his vacations with his girlfriend to the judge.

Well it SEEMS as if the course of action YOU have taken is NOT working!!! Perhaps you should find a different way to approach the situation. It looks as if YOU personally are gunning for him and THAT is going to make any person avoid the situation. Just saying that you may wish to see if there is another way so YOU can get the child support. They are YOUR children as well and YOU are activly gunning after their father. that cant be good for them. Look at the lesson THEY are going to pick up from this situation. Just saying there has to be a better way for YOU to get the child support owed to you. As long as he keeps dodging you, YOU aint getting paid. Scott R. Phillips was last spotted working at the Newport Cotton Company in Newport, RI on July 10.
The business is owned by his father, Robert L Phillips. He ran from the store when he saw me and has yet to resurface. There is still an active warrant for him. He also works at the store's other location, the Cape Cod Cotton Company in Hyannis, MA but has not been seen there either.
Please contact the police if you see him. Both state and local police have his mug shot on file. He isn't dangerous but he does NOT want to get caught. He has ALWAYS been given the opportunity to see his children (now teens) but refuses to -- not money needed to see them, but he chooses to dodge both his kids and his obligation to help support them.
At this point, he owes enough to pay two college educations - and one of his sons is headed to college next year!
He does not want to pay to support his children and in the almost 14 years since divorce, he will only pay when he gets caught -- then starts the process all over again. And yes, he's been caught before, pays off years of debt and goes on the run. It's been several years now....

Thank you, whoever you are!! With your information I was able to find Scott on 7/10/2015, but unfortunately he took off as police approached to serve his warrant. He made eye contact with me, and as usual, would not man up. His father, Robert L. Phillips 11/xx/19xx was there at the store. His employees told the police they didn't know him, then changed their story and said he
WORK...and DRIVE...with no license? He's a snake and the cops are looking for him. What comes around goes around....before I hit my grave, I hope that both of them learn what being a good human being is all about.

I know where Scott R Phillips is. He IS working at his Dad's store in Newport at the Newport Cotton Company at 198
Thames. He lives above the store. He also works in Hyannis at his Dad's store at The Cape Cod Cotton Company at 547
Main St Hyannis. He drives a dark blue suv with RI plates and parks in the back of the building. His cell number is 401-xxx-xxxx.

It's now June 2015 and the child support owed tops $80,000 plus medical expenses. Scott R. Phillips was last known to be living in Newport, Rhode Island and working for his father at the Newport Cotton Company. He reviewed a bed and breakfast in Maine with his girlfriend "Gina" last year, but that is the last time his name has surfaced on the web.
If you dined at Big Bites Pizza (now closed - Warwick, RI) or have talked to Scott at the Newport Cotton Company, please do the right thing and report this information. A warrant is still outstanding, his passport and drivers lic are both cancelled and have been for several years.

Scott R Phillips of Rhode Island is still a deadbeat dad and owes $41,565.52 as of Feb 28, 2015.
He has a warrant out for his arrest and has not seen his children in years, yet tries to contact my oldest son
via email. He still works for his father Robert Phillips of West Warwick, RI - last known to own the
Newport Cotton Company in Newport RI and formerly owned Big Bites Restaurant in Warwick RI.
He works under the table so he does not have an employer on record.
PLEASE report him to the local police if you find him so he can be brought into court and face the
judge and pay off his child support.
