Complaint Review: Scott Stevens

I purchased a 7 year, unlimited mileage extendedwarranty from Scott Stevens, owner of CycleWarranty.com on 12 June 2006, and he charged $680.00 to my credit card as payment in full. I have that receipt (with his signature) along with every correspondence between Scott Stevens and I, and the contact(s) with Scott Stevens signature. Scott Stevens sent me a policy, issued (apparently) by Marathon. Policy #1st ARV tm MS9200-#14329. After speaking with several representatives at Marathon Administration Company today, I learned that Scott Stevens fraudulently used copies of Marathon's insurance policies, letterhead, etc, and has never paid a premium to the on my behalf, and dozens of other customers of Scott Stevens over the years. I have spent over an hour on the phone with Nick at Marathon Administrative Companys fraud department, the BBB in Scott Stevens area, along with the Snohomish County Sheriff's office detective in charge of fraud, and also the City of Mill Creek and the City of Bothell, WA police departments. Spoke briefly with a detective at the Bothell, WA department and am waiting to hear back from a detective from the Mill Creek department. All have suggested I file a complaint here, with the IC3. I come from a long family history of Law Enforcement, and all but a few of my friends and colleagues are all fellow LEO's. I would appreciate any and all assistance you can provide not only myself, but the general public from this career criminal.
