Seb's Fashion Inc. DISHONEST BUSINESS!! WON'T GIVE DEPOSIT BACK Miami Florida

I have a dropship account that I opened with a $200 deposit 4/29/2014 under the account name 'ACCESSORY HUT'. I have a website and they are a wholesale vendor whose I items I have on my website AccessoryHut.com.
 
Every time you place an order they deduct it from your deposit balance. Well I've only had 2 orders with them in the past 3 years because their items aren't selling on my site so I'm closing the account and requested my $106.06 balance back. 
 
They tell me that I have to convert my account to a 'regular' account and take a credit and I can apply the credit to my next minimum order of $198. THAT'S RIDICULOUS! There is nothing on their site that says I can't close my dropship account and have to convert to a regular account.  designer-jewelry.com/content.asp?content=30
 
 A deposit is a deposit and it is supposed to be returned once the account is closed. I'm so frustrated that they are putting me through this and they will not return any of my calls only rude/unprofessional emails.

I don't appreciate being put thru this to cancel my account. No one returned my call and now I'm getting rude/unprofessional "This is not an option" responses.
 
It's my money and I want it back or I'm filing a dispute with my bank.
 
Again send my $106.02 balance back to my PayPal at [removed] by eob today!
