Customer rep said they could evaluate the drive for free, then provide a list of recoverable files before any payment was requested. After sending the drive, I was told it would be $578 for parts and $2800 for data recovery. They also said no one would have ever told me that I would be provided the list before any payment was asked. I should have recorded the conversation.

...you might have found yourself in trouble. Here in Tennessee, we have one-party secret recording laws, but CA has an all-party law. (Translation: In Tennessee, only one party of a conversation has to know it's being recorded; in CA, ALL parties privy to a conversation have to know they're being recorded or else it's illegal. Not sure about calls to Tennessee numbers, though - I was never able to figure out one way or the other if TN-to-TN calls could be recorded one-party or not. Assume you can't until/unless an AG opinion to the contrary can be shown, I'd advise.)

NEVER, EVER SEND YOUR DRIVE THROUGH THE MAIL FOR DATA RECOVERY. Data recovery from a hard drive can be done locally and, in most cases, very simply. (What I do is simply use a recovery program to transfer old data to a new drive, or storage medium if the customer wants the data preserved and doesn't intend to use it.) It should never, EVER cost that much unless the actual drive itself needs physical repair AND the data itself is unbelievably valuable. (Think medical research and development, or financial information relating to multiple and/or cash-flush accounts.)

A reputable local company should be able to do the job for less than $200; if no physical repairs are necessary to facilitate the actual transfer of data, I'd strongly encourage you to farm the job out to someone with technical prowess that you trust. Odds are they'll do the job for much less, and you'll probably be helping someone out in the process by providing work for 'em.

I hope you at least got your drive back. If you did and you're still looking for data recovery, I'd be happy to help you find a local, reputable business or person to get that done for you with a far more reasonable price. Good luck! :-)
