Here is a woman along with her husband who used deceit, lied to my husband and I to rent out her and her husbands home which is for sale now-
After the flood in 2011, the other tenant and I received a NOTICE TO QUIT, us in our tenth month of our 12 month lease. It was most convenient for her since the guest house, garage, most of the property was cleaned and emptied and repaired after the flooding, Sherri Anne Ferulli Brinskelle told me (In her own words) that she needed to sell the house fast to get money, to protect her good name- Not only was I her tenant but I was also one of her insurance fraud victims. I did not find out that I was her Victim until well after we were established in the home of theirs. Federal agents then began to call me. Asking me what I saw. I did not lie to them. I told them everything that I saw and heard.
Soon after learning about what her brother, Peter Ferrulli did through residents and the news, I called my insurance company to find that Sherri Anne Ferulli Brinskelle filed several claims in which two were denied when I only saw Sherri Anne Ferulli Brinskelle for one session. My heart dropped into my stomach and I felt ill. Sickening! Then on March 1 2012, there she was on the news. I was horrified.
February 29, 2012 Former Bradford County social worker arrested for allegedly submitting more than $100,000 in false Medical Assistance claimsHARRISBURG. A former Bradford County social worker was arrested today and charged with using eight different schemes to defraud Medical Assistance and private insurance companies out of more than $100,000. Attorney General Linda Kelly identified the defendant as Sherri Ann Brinskelle, 38, 318 Rivercliff Drive, Stony Point, North Carolina. Brinskelle is a licensed social worker who provided individual and family counseling services in Towanda, Bradford County and other neighboring counties when she lived in Pennsylvania. Evidence and testimony regarding the case was presented to a statewide investigating grand jury, which recommended the criminal charges being filed today. According to the grand jury, Brinskelle was approved as a Medical Assistance provider in Pennsylvania in 2005 and began submitting claims for reimbursement in 2007 through the Community Care Behavioral Health Organization. The grand jury found that Brinskelle devised eight different schemes to defraud both Medical Assistance and private insurance companies. From early 2007 through March 2011, Brinskelle allegedly submitted more than $100,000 in false claims to Medical Assistance and private insurance companies through these schemes.
Scheme 1
Kelly said that Brinskelle allegedly submitted claims for periods of time when no services were provided. On many occasions, she allegedly billed for days and weeks that she was on vacation, did not have office hours or was unavailable to meet with clients.
Scheme 2
According to the grand jury, Brinskelle also routinely submitted claims for more weekly sessions than she provided. Brinskelle would allegedly bill Medical Assistance for two or three weekly client sessions when in reality she provided a client with only one session or less per week. (ME)
Scheme 3
The grand jury found that Brinskelle also submitted claims for inflated times, allegedly billing for one-hour sessions even though many sessions lasted no more than a half hour. (ME)
Scheme 4
Kelly said that Brinskelle also allegedly exploited her Medical Assistance family clients for personal gain by routinely submitting false claims for family sessions.The charges state that Brinskelle billed for family members who were not actually receiving services; she billed for family members who were not present during a session; and she billed for single family therapy sessions as multiple sessions. Brinskelle also allegedly misrepresented family therapy sessions as individual therapy sessions on her billings and on several occasions, she allegedly billed twice for the same session by using different codes to describe the services.
Scheme 5 and 6
The grand jury found that Brinskelle submitted back-dated claims for clients, which allowed her to start her billing prior to the start of services. Kelly said that by intentionally falsifying the date of the clients first session, Brinskelle was able to obtain payment for dates of service prior to ever meeting with her client. According to the grand jury, Brinskelle also allegedly submitted claims for client services after their sessions had ended. In these instances Brinskelle allegedly continued to bill Medical Assistance for services that she was no longer providing.
Scheme 7
Kelly said that social workers have a legal duty to bill private insurers first and bill Medical Assistance as the payer of last resort.The grand jury found that Brinskelle submitted claims to the Medical Assistance program as the payer of the first resort, which resulted in being paid twice for the same sessions of service, once by Medical Assistance and once by private insurers.
Scheme 8
According to the grand jury, Brinskelle submitted claims for services that were not documented in the prescribed manner and were of little or no benefit to the recipient, were below treatment standards or were unneeded.Brinskelle is charged with 16 counts of Medicaid Fraud, two counts of insurance fraud, one count of theft by deception, and one count of unlawful use of a computer.The case will be prosecuted in Bradford County by Janice Martino-Gottshall of the Attorney General?s Medicaid Fraud Control Section.(A person charged with a crime is presumed innocent until proven guilty.)
We were treated very poorly by Sherri Anne Ferulli Brinskelle and Louis Brinskelle. They both treated my husband and I with no regard. Our phone calls went ignored. Emails went ignored. After we moved out of that barn they call a home, my husband went back to see if we left something behind.
He encountered Sherri Anne Ferulli Brinskelle's Father. He became angry with my husband and tried to start a fight for no reason. (So with this said, we want our security deposit back. They have NO reason to keep it. We just want our Hard Earned money back. Sherri Anne Ferulli Brinskelle and Louis Brinskelle were deceitful and used deceptive practices against us both to rent out their home to us.
Security Deposit (Attorney General)
Security deposits tenants rights-Pennsylvania Tenants rights in Pennsylvania will allow a tenant to expect the landlord to refund the security deposit within a 30 day period after the end of a lease. Additionally, tenants rights in Pennsylvania will allow the tenant to claim any interest that might have accumulated on the security deposit although the law will allow the landlord to deduct any administrative expenses that might have been involved with the withdrawal of the money from the bank account. Tenants rights in Pennsylvania will only authorize landlords to collect a maximum of two months rent as security deposit and the law will also require that the security deposit must be held in an escrow account that is separate from the personal and business accounts of the landlord. (I graciously gave the Brinskelles, 90 intentional days for some form of documentation but received nothing from them.)
Landlords must keep a rental in a good state of repair. This includes:
the grounds and all buildings and equipment intended for the use of all residents,the roads - keeping them free of potholes, snow and other dangers,the water supply making sure that there is enough potable water and water pressure for normal household use, andthe fuel, drainage, sewage and electrical systems.Landlords are also required to: remove or dispose of garbage or to make arrangements for the removal or disposal of garbage on a regular basis, and repair any damage to the tenants property deliberately caused by the landlord, or that resulted from the landlords neglect.
All things that the landlord provides to the tenant must be kept in working order. This could include items such as: electrical, plumbing or heating systems, appliances, carpets in the unit or common areas, walls, roofs, ceilings, windows, doors, locks, lighting, garages, laundry rooms, patios, walkways or pools. If a stove supplied by the landlord cannot be fixed and must be replaced, it does not have to be replaced with a newer model with more features. Also, the landlord could replace it with a used stove, as long as the used stove works properly.
We had nothing but problems with that house- Infestation of vermin! Constant Septic back ups. Electrical problems. The propety was constantly under water on days when it rained. Water pooled on many parts of the property. Swimming was impossible because of the Bee's and horse flies from the stagnant water on the property. When I found out that the pool was run with a long extension cord, my husband and I actually had a electrician come out to properly install a unit to power the pool. More out of pocket expenses. What a hot mess we got sucked into. What kind of people are they to treat good hard working folk like this? Hindsight is 20/20. They lied to us, used deceit, and manipulated us, me. Shame on both of you!!!!!!!!!!!!
Everything that is stated above is the truth and nothing but the truth! We were the perfect tenants! Paying out rent 2-3 weeks early. Making repairs but when you started to harass me over money? Federal agents calling me? No thank you Sherri! You are the stupid one! No one else. You took advantage of God knows who for personal gain! May God take mercy on your soul, you greedy ________! Figure it out! I have every right to state what I just did! You thought that I was stupid. Far from it lady.

This is a warning for anyone dealing with Rita Horner, AKA Rita Salfi, AKA Rita Mace.
Her and her husband, Sean Horner, are nothing more then low life thieves who will cheat and steal from anyone. She pretends to be hurt and sues for her injuries. She will be going around in a wheel chair at her kids games for all to see but be carrying out the trash an hour later.
She is addicted to prescription painkillers and they will steal them from people’s homes when given the chance.
She has been arrested many times for theft and vandalism. She is up on charges of fraud for food stamp and welfare fraud, and has been convicted of several other crimes.
She has filed several reports making her children “special needs” to scam extra money from the state.
Her husband Sean has been arrested for drug and theft from homes.
They used money they scammed from people including a BS lawsuit to by a house at 6253 Herrickville rd.
They both use their children to gain peoples trust and then steal from their homes first chance they get.
They will sponge off everyone they can, not pay bills, skip out on everything they can.
They stay between her family in Wyalusing, PA and his parents in Phoenix Arizona.
She has gone as far as slamming on her brakes to get rear-ended so she can get money and pain killers.
Her twin brother Carl has nothing to do with her and has been watching her manipulate the family since she was young.
Rita and Sean Horner will do anything they can to get a quick, scammed buck. Do not ever give these people or their children access to your home or vehicle. You will be sorry.
Don’t be a victim.

To the Brinskelle's Lawyer- First, I do not contact anyone nor care to, who has ANY association with the Brinskelle's, let alone their "realtor" so get that straight from the door.
Maybe the Brinskelle's sent people to my parents home inquiring about their home. If not, people still came to my parents home. I watched these people go to other homes to, so you better start looking at some of your other neighbors, Lou and Sherri, because we are not the only ones who live around your barn! And lets be very clear on this matter. We only gave glowing reviews to these people who came inquiring about, "that house up for sale"!!!!!
I mean we liked the house so much, Sean and I had the opportunity to receive help that was for free, to fix some problems that the barn had.. To make it better, not worse. And thats all we did when we lived there. Made the house better. One of many examples: The electrical outlet that was added for the pool so no one would have to use a orange extension cord to power the pool generator. That was dangerous. But its all better now.
And for the record, Sean Horner did not want to pursue this in court and decided to take a loss. I just added his name because I was thinking how hard he had worked for that money. And why wouldn't I be able to file a claim to get his hard earned money back? I watched him come from dead tired to pick up my slack. What I could no longer do. And I had that right as a tenant. And according to Pennsylvania law. I was thinking, why are they keeping our money? They have no reason to! Of course Sean is angry with me for not listening and perhaps I should of so I wouldn't be getting letters now to retract, to say, that what happened to me and my family did not happen. That it was all lies. That I am a liar. I am far from one. I just saw our money being taken for no reason what so ever.
On another note. How am I supposed to forget that she took advantage of me when she knew that my health is declining??? I can forgive. But I cannot forget. How can someone do that to another person??? She presented herself as caring, kind professional. She was the one who offered me help! I thought that Sherri was a strong woman because anyone who has to deal with someone who has a disease like RSD, has to be strong. None the less, I actually thought that I had someone who could help me. I was crying in her office! She knew that I was vulnerable. Then when I contacted my insurance company, I found out that she billed my insurance company several times, in which two claims were denied. When I only saw Sherri once. Which brings me to this question. How did certain people where we live, know things about me that I only told Mrs. Brinskelle??? That question will never be answered and I do not expect an answer and now, I do not want to know.
In fact, do you even know what Reflex Sympathetic Dystrophy is? Look it up! It spread so rapidly that now I am losing my ability to walk. I am now in a wheel chair. I fight to stay out of it because if I stop moving, Atrophy will set in. I am losing my ability to use my arms. To do the simplest of everyday tasks that WE ALL COMPLAIN ABOUT. Like cleaning. Tending to the home, husband, children. Canceling important events because of a major body rsd flare ups.
RSD causes not only great psychical pain but extreme mental anguish. Did you know that they dubbed RSD the suicide disease? Do you know why? Because many people had so many problems contending with the never ending constant pain, that they took their own lives! RSD pain surpasses cancer pain by 3 times so that should give you an idea of how bad rsd is. Does anyone reading this even care? Many had their own limbs amputated! The poor bastards! How bad is that? To take your own life because you can no longer deal with the pain?
So now, I must file a retraction. To take back what I stated previously. I can't remove what I typed nor will this website remove it. That is what this website was created for. And I cannot say that I am wrong because what I typed was the truth and nothing but the truth! I had outlet, like this site to "vent" about what my family and I had to go through.
And with good reason. They did all those things to us. Nothing more, nothing less! Precisely what happened. And some of what I typed is of public record. And I will again refer to my rights with freedom of speech that we are all granted. I have my rights to speak the truth and nothing less of. It would be of a different animal if I was slandering the Brinskelle's all over this small town of ours but I am not. What happened was wrong. Now, I wash my hands of all of this. Factor out the parents. The lawyers. Because the four of us know precisely what happened. These feelings and emotions that I am expressing were evoked because of your actions and how poorly you both treated my family and I.
And it may be painful for some to read this. But I cannot lie and say that none of this ever happened. I wish that I could. But I am not a liar. If it had happened to you, to any of you reading this, with what I and my family endured, you would speak up to. Either way, it was a hell and now it is time to move on. They got to keep our money. We got kicked out so they could sell their home. We have nothing. No money. No home of our own now. So move on. Because I am trying.
I am sorry that I didn't say no to Sherri and Lou Brinskelle when they made an offer to my husband and I to rent out their barn. I am sorry that I ever saw her on a "professional" level. I am sorry that certain people are unable to see how bad the Brinskelle's hurt a good hard working family!
I now have to move forward now! I have to focus on my health. I have to focus on being placed into a medically coma soon. I have to focus on my children. My family. And what will happen in the long range if I do not get better, place my affairs in order.
