The Best Farm (since 1835) is located at 2726 Best Road. It is a working cattle farm where dairy heifers are raised to maturity. Uphill and on the opposite side of the road is the 10.8 acre Ova Glen Subdivision under development by Shore Land Company. This represents a significant change in land use, resulting in changes in vegetation , increased proportion of impermeable surfaces, and modification of natural drainage systems. Although development activities are not yet complete, runoff is already causing increased flooding on the Best property due to land clearing and improperly managed stormwater. Contamination of this water is concern during and after development. downstream flooding into the adjacent neighborhood raises concerns about her liability as it flows off her property. Efforts to mitigate these risks have resulted in reliance on a new well to water the animals and a recommendation to revegetate the area subject to flooding with wetland flora with the consequent loss of the use of a 2 acre field for grazing and watering. The Best Farm comprises of 61.7 acres with a house, several outbuildings, a farm pond and several fenced pastures. It fronts on Best Road on the west, adjoins residential subdivisions on the north and southwest (where there is also an airpark), and on the south and east, is adjacent to underdeveloped or agricultural properties. The SWPPP guidelines were not followed and have not been implemented, creating a crisis for the 60 acre Best Farm
