Smoking Everywhere, Inc. refused refund on a returned package internet

I had ordered a 14 day free trial of e-cigarette by internet from smoking everywhere inc's website. I was not satisfied with the product and returned the product after calling their representative. Subsequently they shipped me a packet of cartridges without finding out from me whether i had ordered it or not. They charged me 49.99$ for the same. 



I refused the package and returned it after calling their representative again. They have confirmed the receipt of both the returned products. This was on 31st October 2009, and now after 20 odd phone calls and 12 e mails, they haven't refunded my money. they are even avoiding my calls and putting me on hold for a long time. the reasons provided are computer system crash, manager is still to decide or he is busy, etc...



What can i do next? Please advice... thank you for patient reading
