Looks like the scammers have changed their email a little bit. It is still a scam. You can read all about it on the FTC.gov website. This scam is the Payday Loan Collection scam - one of many. It has been around for a very long time. They change their email content occassionally and it looks like your email contains slightly different information. The scary part is the last paragraph which should never be acknowledged, downloaded, signed or any other method.
Thank you for posting the new email so others can learn about this scam too.
I'm glad you know its a scam and hope you just deleted it. Or, more accurately, do what FTC.gov says to do with the scam emails.
