Complaint Review: SpeedyPC Pro Software

Is this a bait and switch operation?
 
I get a window today that opened on my computer that says that I can not open an.ogg  file because there is a problem with my computer and suggests that I try a free program to scan my software that says its from Microsoft.
 
Im redirected to SpeedyPC Pro website that offers a free scan that tells me I have hundreds of problems with my computer but can fix the problems if only I pay $29.97 with a $10 Off coupon.
 
Only I noticed that their was pre-checked box that automatically added $9.97 if you didnt uncheck it and another box that was pre-checked that allowed them to charge the same amount every year if it wasnt unchecked.  
 
I unchecked both boxes! 
 
But still when I got the bill through safecart.com they said they are going to again charge me every year. NO way am I going to accept that because what this program does I could have done myself and it still doesnt run any faster, as they claimed it would.   (I made copies of all of this.)
 
And this company says they are a Microsoft Partner.  I am sending this to Microsoft for confirmation.
 
The4 page in front of me says:
