Spotebay.com is a website that promises cheap goods delivered from china. They only accept Western Union payments and promise to send the gods as soon as they verify the payment.
Soon after, they say the goods are seized in China customs and ask you for more money. If you pay again, they ask you for more money to Re-Pack the goods.... if you refuse to pay they simply block your contact and email.
If you ask them any kind of proof, they simply say they don't have it.
