Stanley Pearlman is also known on the internet as stamp368 . He is a retired man from Philadelphia Pennsylvania believed to be a machinist before he retired. He is currently a distributor of bagpipes, Uilleann pipes, reed instruments and machine parts which he sells on on ebay.com , kijiji.com , and other related sites. He is believed to be working from home.
In the industry of Piping be it Highland Bag pipes, or Irish uilleann pipes, there is a lot of poor quality made pipes being sold on the Internet. These pipes for the most part are absolute garbage and will fall apart in your hands. In most situations they simply will not play. Most of the poor quality pipes are made from Pakistan. Mr. Pearlman knows all about the issues surrounding these poor quality pipes make no mistake about it. In fact after conversations and emails with him he is an expert.
He continues to sell them despite complaints filed against him.
Here is his scam and the way he will list them on ebay or other websites:

Origin, maker unknown. Outward appearance indicates extra fine quality but I am neither qualified or experienced to guarantee anything about this complex looking instrument. No case. Drone reeds & chanter reed are included. Uilleann bagpipes have a more mellow sound than highland bagpipes. Replacement cost about $3000.00. "

This listing fraudulently depicts an old lady (believed to be his wife) holding the pipes incorrectly.
So what he does is lies then plays dumb. Here is the misrepresentation that he continues to get away with:
1. He knows nothing about the pipes (he is a dealer selling numerous sets)
2. Outward appearance indicates extra fine quality but I am neither qualified or experienced to guarantee anything about this complex looking instrument. He knows about the quality and he is an expert on this instrument and others.
3. Replacement cost about $3000.00. This is complete lie he knows what they are worth.
Pearlman will not take paypal and his auctions are closed so bidders can not be warned of the scam. Search his name on ebay or google there are other victims besides me.
There are also sorts of feedback issues with this man on ebay and people should check not only the negative feedback he gets but the negative feedback he leaves for others. In this rip off case, payment was sent via UPS certified U.S. money order. It was determined that Mr. Pearlman actually profits of his shipping charges by charging a flat rate and only a few dollars for the U.S. Postal Charge.
After waiting a long time for the pipes to arrive by mail the pipes were found to be new in plastic but were clearly from Pakistan. This was what happened.
1. The bellows bag fell apart in seconds
2. The instrument could not be reeded.
3. The bag leaked.
4. The chanter reed would not fit in the chanter.
5. All of the gaskets has to be retwined as the joints just kept coming apart.
I of course went back and forth via email with Mr. Pearlman who must of called my office 30 times. When I threatened to sue him he laughed in my face and then three days later transferred the title of his home to someone else.
The issue is the misrepresentation of the pipes aka the lies in the listing which ebay has allowed to continue. This is despite complaints from buyers and the articles written on the stanp368.
He must be removed or suspended from ebay. His auctions must not be private.
In the past couple of months or so I believe he has sold at least five sets under the same scam.
PLEASE SEARCH THE NAME STANP368 ON EBAY REVIEWS AND GUIDES THERE IS A CLEAR PATTERN OF BEHAVIOR OF MISREPRESENTATION BY THIS DEALER.
