STARA is a government contractor that provides service to the military overseas. They have not been paying their contractors and/or have been late in paying their contractors including reimbursement for meals and transportation. They are poorly manage and are not a company you should work for when deploying overseas in a hazardous environment. MPRI and NAVMAR do a better job of taking care of their employees/contractors than STARA working the same contract.
