State Investigation Department active warrant, allegations, arrest New Brunswick Nationwide

The reason off my call is to make you aware that there is an active warrant that needs your name and three allegations the presumption on your identity. Before you get arrested and before your legal rights gets while-they(?) did make sure that you call back at 732-645-7736. I repeat the number is 732-645-7736. Thank you."
This was the message i got on my machine. i called and here is the conversation
me: are you a government agency
SID: we are state investigation department
me: which branch of the government are you with?
SID: please note our address: 173 Jefferson avenue, Syracuse NY
me: that does not answer my question. but any how, someone called my number with some strange message
SID: who was the officer who called
me: Justin Hammer
SID: I will see if he is available. please hold on
at this point i realized that the person on the phone sounded exactly like the person who left the voicemail. something sounded fishy and i hung up.
