Complaint Review: State of Maryland

State of Maryland Comptroller withheld return without explanation. Waited 13 years and the whole time fines were building up Baltimore Maryland

2013 the state of Maryland kept my state return with no letter of explantion. I tried calling and sat on hold every time for 45 minutes never getting a hold of anyone.

6 months later i received a tax bill from them, stating i still owed them another $2000 still no explanation as to why. I called the number listed and was told the bill was for a car i had 13 years prior that supossively had a 1 month laps of insurance. I explained this vehicle's engine blew and was towed by the apartment complex i lived in to where i don't know.

They said i needed the name of the towing company. I don't have that information, so i did what the tax letter said ,and sent a letter in September of 2014 to the address provided to appeal and have this further looked into. This is Janurary of 2015 and i have received no response. Even if i did have a month of laps of insurance. How are they going to wait 13 years and fine me the entire time, Withhold my return with no explanation, and never reply to my attempts to get this solved. 

This is a diliberate act of of scamming tax payers. From what i have researched Maryland has a statue of limation of 12 years
