www.steampowered.com  aka Steam is a deplorable excuse for a company. They are far to controlling and incompetent to the point of being unable to service the software you purchase from thier site, I say this in all honesty.

I purchased Torchlight 2 on Steam and should have been able to run the software off line as supported by the developer Runic Games. However anytime I run the game while not connected to Steam I get an immediate crash to desk top. I know this is not my computer or a software issue because the game itself runs fine while and only when connected to Steam. This means Steam is forcing me to stay connected to Steam even though the developer has an option to play the game off line.

Until recently I was willing to overlook this and considered it as nothing more than a minor annoyance, that is until the Steam server failed to run at all. Error message is as follows "Connecting Steam account" "Steam Error - Could not connect to Steam network, This could be due to a problem with your internet connection, or with the Steam network. Please visit www.steampowered.com for more info"

Since I can connect to the internet and am currently on line as I write this Rip off report I know the issue is the Steam network. It has been down all day and I cannot even run that which I already paid for. In conclusion buyer beware, do not deal with this incompetent bug ridden company. You're going to be far better off buying software you can actually use.

Torchlight 2 is absolutely able to be played offline.  The fact that the Steam network was unavailable for a small period of time is merely a standard operating risk to which any internet-based service is subject. Steam has well-documented instructions on how to run its games while not requiring a connection to the Steam network itself, thereby invalidating your claim that the service is a ripoff due to an unavailable network connection.
