Complaint Review: Stephen Thorpe Plumbing

We had our pipes in the basement replaced three years ago. The plumber cut off all my water in the basement. I have no use of the sink, and he poured concrete over my toilet so I can't put in a bathroom. He was supposed to come back and complete the work and remove all the debris he left in the basement. It is now three years later and I have been calling him every day since then and all he gives me is excuses. This man does not deserve to have a license, he is a con artist who preys on elderly and honest people. He has taken advantage of my family who are senior citizens, and my father is disabled and in a wheel chair. They don't deserve to be treated this way when they paid him in good faith for the work that was never completed. This man has no conscience, and has done this before to other people. He needs to be stopped. He is now in another location which I do not have an address for. Please help us, I don't know where else to turn.
