Suddenlink Falsely advertised speeds and throttling Bishop California

We have only one service provider for our area and it is suddenlink. They are charging us for 100mbps and providing 4 coonsistently. After 2 FCC complaints they sent a tech when we were getting 8-10. After the tech made their changes we are now at 4 or less which seems to be a retaliatory action by the local provider. We have filed another FCC complaint but there are no options to take our business elsewhere. I work as remote support for the local critical access hospital in IT. At these speeds I cannot access the programs needed to support the medical staff which means patient care and safety are at risk. If anyone knows anything else we can do about this situation the advice/help would be greatly appreciated.
