Texas American Chinese Cultural Foundation, aka TACCF, and its representatives misrepresented themselves as a nonprofit organization to coordiate a performing arts tour during the 2017 Chinese New Year celebration period. They worked with multiple local Chinese community organizations to arrange performance events by a Chinese art troupe in 5 major cities in Texas, Arkansas, and Oklahoma.

TACCF and its representatives led by Hong Zhu and Jian Li billed both the 5 hosting cities and the Chinese art troupe the same transportation invoices of approximately $12000 in amount. When the hosting city organizers realized that they have paid TACCF the same expenses that the Chinese art troupe also paid, a request to refund the payment was sent to TACCF.

TACCF inigially responded by agreeing to refund the cities. Few weeks later, TACCF changed their board decision to refund. They instead decided to divide the proceeds from this scam among its board members as compensation to their "voluntary" work before closing down the foundation.

In addition, the TACCF board awarded an extra $1000 to Hong Zhu as she indicted she would sue the hosting city organizers to defaming her reputation.
