Texas Comptroller findings has a documented history of issues with children placed in its care. A 2004 report by Texas Comptroller Carole Keeton Strayhorn was very critical of the Texas CPS care system A follow up statement with still continued criticisms of Texas foster care system was also made in 2006 by the Comptroller,and renewed a request to have governor Rick Perry create a Family and Protective Service Crisis Management Team.The Comptroller also stated in fiscal 2003,2004 and again in 2005,respectively 30 to 38 foster children died in the state's care.the number of foster children in the state's care increased 24 percent to at the time 32,474 in Fiscal 2005 alone,while the number of deaths also increased to 60 pecent.Compared to the generalpopulation,a child is four times more likely to die in the Texas foster care system.In 2004 about 100 children were treated for poisoning from medications 63 were treated for rape that occurred while under state care including four -year old twin boys,and 142 children also gave birth.A 12- year old boydied in that year in December2005 suffocated while being restrained from behind by a employee of the facililty.Another died May 30,after drowing in a creek during a bicycle outing.A three-year old was treated for poisoning from atpical.mind altering anti-psychotic drug.The Comptroller's office significant financial problems in 2005 audit DFPS it only gets worst in the following years the reports do not get any better from 2007 to current

League of United Latin American Citizens (LULAC) will be having a rally to help families who suffer from the abusive activities of CPS. LULAC helps individuals and families who are experiencing civil rights violations within judicial, criminal and social administrators. We are asking for anyone who has experienced abusive acts by CPS to attend this rally and get informed about your civil rights.
