After Home Depot refused to honor the promised warranty on my flooring, I contacted the Dept of Consumer Protection.  Home Depot still did nothing to correct the problem.  After alot of research, I found that those 2 year no interest promotions they do, is paid for by consumers who can't pay off their loan in 2 years. They charge the maximum amount of interest on your loan in order to recoupe the so called no interest.  They work through Citi Corp, and when I called Citi Corp to tell them what happened, Citi Corp pretty much said too bad, that is our agreement with Home Depot.  When I told Citi corp that I had another credit card with citi corp at13% interest, they  told me the reason for the high interest rate at Home Depot is so they can off ther the 0% promotions.  When someone pays their account within the 2 years and pays no interest, that interest is collected through high interest rates, on peoples accounts who did not pay off within the 2 year period.  Just so you know Home Depot interest rate is 25.99%  No negotiations.
