Our Company contracted with the Porter Group to help us locate and hire a sales professional with software sales experience in the Property and Casualty industry.  We, unfortunately, prepaid a portion of the search fee.  We waited over three months and received only two resumes and neither of the candidates had the requested backgrounds. 

We called the Porter Group a number of time and indicated that we could certainly be patient but we expected that they would refer qualified candidates to us for review.  They indicated that it was proving hard to locate appropriate candidates.  This despite their claim to be the ". . .leading business-to-business sales and sales management recruiting firm . . .  Despite the fact that we pain them, they suggested that if we were to come to their office and explain our needs they might be more successful in their search.

We suggested that as they were totally unsuccessful in their search they should refund all, or part, of the prepaid search fee.  They have not responded.
