114 on Third LLC is the worst company I have ever rented an apartment from in my life. I had a month to month lease with 114 on 3rd LLC from October 2018 to June 2019. From March 2019 to June 2019 everyone in the entire building was without hot water.

Despite numerous complaints and attempts to contact the owners of 114 on 3rd LLC, the issue was never resolved. When I informed the building managers (Chelsea and John) that, as per North Dakota law, I was giving a 10 day notification in writing that I would be withholding rent for every single day I went without hot water they told me that I would have to move out that day.

When I informed them that I was not leaving that day, as same day evictions are illegal they threatened to call the police to have them remove me, my infant (he was less than 2 months old), and his father. I informed them that the police would tell them to start official eviction proceedings and at that point they stopped threatening me with an illegal eviction.

After filing a dispute with the Better Business Bureau, the owner of 114 on 3rd LLC responded that they/he/she (I was never able to find paperwork officially connecting names to 114 on Third LLC, though I did find one owner in an article in the Bismarck Tribune) had never heard of me, and had no idea what I was talking about. This was after I made numerous complaints to management via their official complaint forms, mail, text message, phone calls, and in person. They repeatedly said the hot water issue would be resolved, usually "next week" or "in the next two weeks", but nothing ever got fixed.

I contacted several city offices, including the Housing Authority, Health Department, Health and Human Services, the City Council, and the Mayor's office, but there never seemed to be any interest in getting anything done. My research indicates that city's don't generally do much in situations like these except require the building owners prove that they are "attempting" to fix the problem- this can be as little as getting a couple of estimates for the cost of the work. 

Unfortunately, 114 on 3rd LLC probably won't ever face any repercussions for their refusal to fix problems with their buildings despite the fact that the lease they provide guarantees working heat, water, etc. I just hope anyone planning to enter any rental agreement or business relationship with 114 on Third LLC reads this first.
