I don't know who this guy is but I received a check for a "refund" from "American Refund Service" even though I have never heard of this company before. Both the check and the envelope are handwritten and "confidential" is stamped on the envelope. Other than the enclosed check, no  other information is provided. An Internet search reveals that another company, "eCreditAttorney" has exactly the same address as Thomas John Candella's business. The Better Business Bureau has given this company a rating of "F." According to the BBB, this company is in the "credit repair" business - but I'm not using this kind of service! The "eCreditAttorney" web site also states that it "is a Solicitation and Advertisement for services offered by attorney Thomas J. Candella." The California Bar Association states that Thomas J. Canella's business address is "Asurion Law" and also has exactly the same as address "American Refund Service" and "eCreditAttorney."
