I wrote to Trish McCausland, Vice President and Assistant Chief Counsel, Regulatory Law Department, about her written promise on October 1, 2012 to Mr. Michael Morris, California Public Utilities Commission to obey all State laws when applying for the Reorganization of TWC Cables Licenses in the State of California.  

Assistant General Counsel Trish McCauland and Richard (refused to provide his name) violated California Government Code Section 53088.2 by increasing my Time Warner monthly bill and terminating my services without following the specific steps listed below which required by California Government Code, Section 53088.2: 

a)  TWC failed to provide a 30 days written notice indicating the new price for my monthly service;

b)  Richard refused to provide his last name and TWC business address when he called me and sent me copies of my prior bills;

c)  Trish McCausland, Richard and TWC refused to provide me with a 15 days written notice that my bill would be terminated for non-payment.   Under the law, that notice must include:

c1)  the date the bill must be paid to avoid disconnection;

c2)  the name of a Time Warner Cable employee to investigate the disputed increase in my monthly bill prior to termination of services;

c3)  the notice must include the exact amount which must be paid to avoid interruption of service.
