Time Warner is refusing to give me a refund on an unauthorized debit from my bank account!

On 6-27-15 I removed the online Auto-Pay feature from the account and changed my service options, reducing my monthly costs by half. The system confirmed suspension of that auto-pay feature and verified the new billing amount.

On 7-17-15 (20 days after the online change to payment mode) Time Warner debited my account for the old amount ($257.90), then again debited the new amount ($125) the next day. 

On 7-22-15 I spent an hour on the phone with TWC to find out why this had happened. They said they would refund the overpayment by bank draft within 3 days and that I would also be paid the overdraft fees caused by their error.

Five days passed without any deposit of refund to my bank account.

When I went into their offices on 7-27-15 and again brought this error to their attention, they immediately authorized a refund of the $257.90 and the overdraft charges ($100) caused by their error. I was told it would take 3 weeks for a paper check to process. I refused to accept that time frame and "paper check" since it was taken from me electronically, and further adjustment in the database allowed the payment to be on cycle for refund within 5 days and refunded to my bank account.

On 8-4-15 I called TWC to find out where my refund was and was told that the refund had been "declined" because they had entered into a new billing cycle and now showed a balance for the new month of $74.

So, in order to get my refund, I now have to pay them an additional $74, minimizing my refund further. 

I am being denied a refund because they have designed their system to conveniently erase any ACH changes with the beginning of each new billing cycle. 

They have elevated electronic Rip Offs to an art.

I have since cancelled my Cable TV service and am using Apple Tv which is faster, can watch live news if I want and don't have to deal with the $125 Cable rip off set up every month. 

Now if I can only get my $257.90 plus $100 that they've sucked out of my bank account, I can get on with my life.
