My partner and I have lived at the Flamingo Apartments in Hyde Park Chicago for 7 years. On December 9, 2011 TLC  Management bought the Flamingo and began taking away services that were part of tenants rental agreements.Rental Agreement is defined by the Chicago Tenants Rights Ordinance, section 5-12-030(g) Rental agreement means all written or oral agreements embodying the terms and conditions concerning the use and occupancy of a dwelling unit.

Renting an apartment is no different than renting any other service. These services were advertized in the Flamingo Brochure, the Resident Guide, the Flamingo Orientation Letter, the Flamingo website and on several other websites. The Flamingo influenced peoples decision to rent by advertising these services. The Flamingo management said and did everything to ensure people that these services were part of their rental agreement. These services directly affected tenants decisions to live in this building and the amount of rent they would pay. If these services were no longer going to be offered or were going to be changed, then this should have been disclosed to tenants before signing a lease.

TLC also took over ownership of the Versailles Apartments in Hyde Park on 53rd Street. This was also a building that provided 24 hour and 7 day a week real security. This high level of security is now gone. TLC should be accountable for rental agreements made with tenants. Please join us in supporting the rights of tenants. Say NO to the unfair business practices of TLC Management. Tell Stuart Handler, the CEO of TLC Management, to return all services that the Flamingo Apartments agreed to provide tenants. http://www.change.org/petitions/tlc-management-should-return-services-promised-to-tenants
