TopOneDeals.com Fake website - steals from your PayPal account and has no merchandise to ship Internet

On October 9, 2015 I purchased a Fitbit Flex on the website: http://toponedeals.com/index.php?route=product/product&product_id=43
 
I was referred to this website from a Google search, looking for a low-cost fitbit.  I should have known the price was too good to be true!
 
I paid for the purchase with my PayPal account.  The purchase was for $64.99.
 
A short time later I received a call from fitbit.com, saying they were calling to verify that I purchased a fitbit from their legit website, fitbit.com.  I said no … then they said that they had received an order with what they believe to be a stolen credit card, asking for the product to be shipped to my home address.  The order had my name, and my telephone number on it.  He said that order is being cancelled, because they have verified that 1) I did not place an order on their website, 2) whoever placed the order tried 2 other credit cards that were declined before the final one went through, and 3) they have had other complaints about this website, toponedeals.com.

I immediately contacted PayPal and suggested they investigate this immediately, and certainly stop taking money from PayPal accounts and sending it to this seller, identified by PayPal as "Nguyen Nguyen" with an email address of bbarrie.fw@outlook.com .
 
Calls and emails to TopOneDeals.com "customer care" have gone unanswered.
 
I have filed another request to have my PayPal money refunded, since according to FitBit.com I will never receive the product I ordered.
