I tried contacting the company to purchase a System Recovery disc (DVD) for a 5 year old laptop but the department that is supposed to receive the calls and allow you to purchase the disc never seems to be "home".

Leave a message on the machine is their answering machine response, and we will call you back. Four days later, I call again, and again the same response off an answering machine. When you are looking for a recovery disc, you do not want to wait that long, so I had to purchase it in the USA, and get it delivered in the USA for pickup.

So, no taxes, and the Canadian government and Toshiba Canada do not make any money on it, which is a shame, but the only choice in this case.
