Townsend Mayor Shannan Skidmore Conflict of Interest, Runs business from government seat, violates state ethics legislation just more Blount County Corruption Townsend Tennessee
The illustrious mayor of Townsend TN, in what used to be the beautiful county of Blount, has not only broken the law but has made it a point to ruin the character of Townsend.
For those of you who don't know, Mayor Skidmore is the owner/operator of Tri-County Portables. His lot is the one that resides in the old area of Townsend known as the Rock Pile just after Tuckaleechee Rd. and the Back Porch Resteraunt. Keep in mind, this is all going on in the "lower end" of Townsend.
Being the upstanding person that he is, Mayor Skidmore likes for people to see his out house business. This lot also resides next to Short Creek which feeds into Little River (Blount County's source for drinking water).
In front of Tri-County Portables is the proposed site for a "Welcome to Townsend" sign that TDOT has already informed the city of Townsend that they CANNOT put it there. So my question is: why would you not only spend taxpayer's dollars on a sign that can't be erected, but also why would you put the sign in front of the eyesoar known as Tri-County Portables?
Mayor Skidmore has already tried to bid on a sanitation service with the city which violated the 2006 Ethics legislation passed in this state.
He is also the owner of one of the tubing businesses which caused such a stir in Townsend last year.
Mayor Skidmore also has two trailors on this lot which goes against local city of Townsend ordinances concerning mobile homes. They are supposed to be in existing trailor parks only. But then again, Woodland Homes has a trailor on there proposed 66 condo property without permission proving the point that local laws only matter if you are LOCAL. If you are in the development or tourist industry and you are from somewhere else, then you can do whatever you want.
In the "upper end" of Townsend, next to the Burger Master, you will also see a bunch of junk that our illustrious mayor has piled up again. Amongst this clutter, which is a violation of local city ordinances, you will see two more trailors....................another violation of local city ordinances.
My problem isn't as much with "trailors" as it is with local politicians running their businesses froma government seat like Mayor Skidmore and several other NON-LOCAL transplants who have floated into Townsend.
If we are going to have rules, then they should apply to everybody..............even corrupt mayors who don't even have enough sense to conduct a council meeting. The last council meeting that I attended came complete with the mayor inquiring of the city recorder (no less than 8 times) "...What do we do Gwen?" You would think that after holding office for more than a year, he would have picked up on how to conduct a meeting and how legislation works.
I don't know why we should expect any more than this from a commission of people who don't have enough brains to read and understand the city charter or the State Constitution. They don't even realize at this point how passing the "International Building Codes" violates the State Constitution. I guess they'll get to find out the hard way the first time they try to come on my property without permission or a warrant.
Anyways..................I just fealt compelled to inform the world of the criminal who is currently holding office as Mayor Of Townsend,TN. If you would like to read Mayor Shannan "What do we do, Gwen?" Skidmore's comments concerning City Police Chiefs who are to stupid to read the law, then check out the thread concerning Chief Ronnie "Spanky" Suttles.
Chalk this up to just more corruption in Blount County Government.

Seems Mayor Skidmore is up to more of his same underhandedness.
Looks like the Mayor of Townsend is going to put up a big lit billboard at his business on the other side of the river. Incidentally this is the mayor's tubing business that has caused so many problems. I guess it's not enough that the Floridians and Yankees that rent these tubes invade the privacy of local townsend residents but they have to rent their tubes at business owned by someone who is all about destroying the natural beauty of townsend. Just check out mayor Skidmore's sign that he has illegal erected in te middle of the river in the upper end.
If mayor Skidmore gets his way from the BZA, then he's going to put up a big ugly billboard. keep in mind that the businessman that sold mayor Skidmore the land wasn't allowed to put up a "big ugly billboard". I'm not real sure why the BZA has jurisdiction because the issue and the sign is all over the state right of way. Judging from the "connected" stooges and crooked businessmen who make up the BZA, I'd say that Mayor Shannan Skidmore will get his way and yet another eyesoar, just like the Mayor's S**thouse Lot, will be "SHAT" upon what was once a beautiful landscape.
It's not enough that the "ridgetop development" is ruining the beauty of the place but the TOWNSEND MAYOR wants to join in on "ruining the view"...............you know he is quoted as saying that he "...takes pride in the community." Well, if h did, he would have annexed his property into the city so that he wouldn't be allowed to act like such a psychopathe.

All one needs to do to find that the above statements are true is to actually visit Townsend Tennessee.
I have been there and thought that it was horrible that the Townsend City police are so lazy.
I filed a ripoffreprt over dog packs running loose all night long on Tuckaleechee Rd.
Turned out the Chief of police had already been told about the problem on several occasions but hadn't done anything about it.
I gues in a town of 200 people at the most, Chief Spanky stays busy. Doing what nobody knows though for it d**n sure is not law enforcement.
Did I read in another blog that Chef Spanky's daughter (a county deputy) was arrested for drugs?
How in the wolrd that these people can say that they are public servants amazes me. You would think that they would be struck down by lightning every time that they start talking about community policing.
I will never visit or stay in Townsend Tennessee again! Never!
Ad you all can thank Chief Ron Spanky Suttles for that. I am spreading the word about your town, too.

Yes, we do have ethics legislation in this state now that is supposed to protect the taxpayers from politicians who refuse to do things the RIGHT way.
The only problem is that we don't have a District Attorney's office who is willing to go after their buddies or anybody involved in the tourist/development inustry.
Mike Flynn and Robert headrick are about as worthless as t***s on a boar hog. If we had a DA's office that wasn't part of the problem, things like the above ripoff wouldn't be going on.
The "Ethics Legislation of 2006" went into effect last April. All "office holders and appointees" were supposed to file "Conflict of Interest Disclosure Statements" in April of 2007. They are required by law to update this "Disclosure Statement" every three months. That means that every commissioner in the city of Townsend is in violation of the "Ethics Legislation of 2006."
At one point, during a local commission meeting, I actually heard these folks talk about "...taking pride in the community."
I didn't realize that "...taking pride in the community..." involved piling up out-houses and junking up unused property that the mayor owns.
I didn't realize that "taking pride in the community" involved keeping your family members employed through jobs created by your position in government.
I didn't realize that "taking pride in your community" involved disregarding state law or in the City of Townsend Commission's case involved denying that any ethics legislation exists.
I didn't realize that "taking pride in your community" involves allowing your Police Chief (Ron "Spanky" Suttle) to consistently misrepresent the law and lie like the deralictic fool that he is.
I didn't realize that "taking pride in your community" involves putting up signs in the middle of Little River like Skidmore has done.
I didn't realize that "taking pride in your community" involved overloading a natural resource with a "tubing business" that is a complete hassle to fishermen and others who just want to "soak" and enjoy the river. Trot lines, I'm tellin' ya! Trot Lines!
Mayor Shannan Skidmore is about as sorry as they come just like the rest of our local government.
No need to fear though........................these people mentioned above are all cowards...................and when it comes right down to it, I have just decided to do what I want in the city of Townsend. Whenever and wherever I want. You should too.
I believe I'll go fire off a couple of rounds just to make a little noise and help these bastages behind me sell their 66 condos. Incidentally, they haven't sold a single condo yet. I guess they don't like to hear someone exercise their 2nd amendment rights in a legal fashion according to the laws of the state of TN. Who cares about the Townsend City ordinances? The commission certainly doesn't. Why should I?
In closing I would like to end with a commentary on a conversation with a man from Laurel Valley who had plenty to say about our illustrious mayor.
Seems Shannan and his wife like to go and rub elbows with the Laurel Valley crowd at the Trailhead Steakhouse. It's very expensive, so very few locals eat there. It's not really that good, but this crowd is more about "what you spent" not "how good it is."
This fellow went on to tell me just how much of a laughing stock that the mayor and his wife are. The Laurel Valley crowd is convinced that the Mayor is just a low-level red-neck who found some people stupid enough to back him. There were several instances in the conversation where the guy horse-laughed something that the mayor had said or done. Chalk this up to a completely isolated crowd within the community that thinks our Mayor is a joke. Looks like some of these rich folks who have moved here have more in common with us peasents than they think.

Here's one more thing that Skidmore has done.
If you get a chance, check out his sign at Cedar Bluff.
It's illegal according to the city ordinances of Townsend.
You are not supposed to be advertising within the city of a place other than where the sign is located.
There's several of these illegal signs. I guess people think that since the mayor can get away with it, they can too.
He's got a sign that says 'Closed for the season,please go to...' Thuis is illegal.
I thought that we had a code inspector in townsend now.
My family is all from up there.
If they do have a code inpsector he must be on the take. He sure is not doing his job with the signage problems in Townsend.
You should see what the Caylors have done to the Camp Ground Church. All of it was illegally done. Where was the code inspector? he has to drive right by the church in order to go to work. There is no way that he didnot see what was going on.
Townsend City Government must be just as corrupt as the Blount County Commisssion and Sherriff's Office.
Judging from some of the other reports on this website, sounds like one local guy has grown pretty tired of all the corruption and arrogance of people who are supposed to represent us in government.
Kudos for Aaron! You have done great job and I would love to meet you someday so we could talk about politics in Blount County.
While I am here, I've got a question for you; Where can I get my own CROOKEDEST COUNTY IN THE SOUTH BUMPER STICKER?
I know some manypeople who want some of these bumper stickers.

I jst wanted to agree that the Mayor of Townsend really takes a lot of pride in his community.
If it's not tubers running all over people, it's outhouses destrying the beautiful scenery of Townsend. If it's not his tubing vans loading tourists in the river and blocking traffic, it's his tank trucks from his outhouse business dumping liquid while goind down the road.
This guy is real crook. I have heard some pretty outrageous stories concerning him committing insurance fraud with several fires that he set in order to get an insurance claim.
If you want to know more about this guy, you should check out what some of the poeple have to say that live around his other businesses in other places. Seems he's always filing an insurance claim for theft or fire.
I would think that the insurancepeople or authorities would have caught up with him by now. Looks like he has found a home in Townsend and Blount County where government is about as corrupt as it comes.
The mayor of Townsend is just another crook in a long line of crooks. His buddies on the council, Wietlesbach and Tippett are just as bad. They voted ona budget last year that included $26000 for a library where Tippett's daughter works and Wietlesbach's wife is an employee. You know they won't hire anyone local. Tippett runs a book wholesale business from this library. I can't think of aything that would be more of a conflict of interest. The other two, I am not sure about. The Palewski guy is an idiot and a yes man for the others. The Chipperfield guy is possibly a dvelop[er or involved in the tourist industry. I think he has partnered up with Mayor Skidmore in his tubing business.
We should start an organization to fund the arming of citizens along the river with BB guns just for the tubers or maybe we could throw out some trot lines. Chief Spanky illegally traps in the river, i would not think that trot-lines would be a problem.
They are all crooks. And MAYOR SKIDMORE is the biggest of all. Isn't there some sort of ethic's laws to protect us pee-ons from this kind of behavior out of our local politicians?
