Goldman Sachs and Morgan Stanley were two of the banks named in that segment for allegedly 'speculating', or better put, manipulating, the price of oil in 2008. The price of oil went as high as $147 a barrel. Oil is currently at around $101 a barrel. (This will be the first time that oil is over $100 a barrel going into the winter months.)
