Tranquility Alley never filled an order i placed and won't give a refund for a product they can't give me Elmhurst Illinois

i placed an order through tranquility alley over the internet for a beaded curtain. i ordered it in february 2008. i have been trying ever since then to find out first when i was actually going to get my order, but then after months went by i simply asked for a refund. it took forever to get any reply from them and whenever they did reply it was only with excuses and empty promises. i think it was around late summer some time when i was finally mailed a refund check - which by the way was returned unpaid by my bank. i was told i needed to contact them directly, which is easier said than done. this is all after filing a complaint with the BBB which was closed because the company wouldn't respond to anything they sent them. i have no idea how that is fair. i thought the BBB was supposed to actually DO something. I don't see how this is any different than stealing. i paid for a product, they don't have it, however they refuse to refund my money. actually, about a month ago (in october) i thought it was finally going to be over with. i got an email saying they had finally got the product in and that they were sending it out. when it arrived it of course wasn't the one i ordered so i returned it and sent an email explaining what hapened with a picture of the one that i did order. it's been weeks and i have had no reply. i've even resent the email several times. the funny thing is they still have the beaded curtain on the website where it's able to be ordered by anyone else who doesn't know any better.
