Trans Caribbean Trust (TCT) owned and run by Tom Riley and Bill Mabra sold us a property in 2004 located on Cozumel on Pelican Beach and promised my husband and I that there were plans in place to build a road, install electricity, and that the land was "zoned" to build a 2 story house. WHAT A LIE!
This man's assets should be frozen by the IRS and the money should be given back to the people that he has screwed! I do believe he is American.
Since 2004 when we purchased this lot, we have taken several trips there, only to be turned away by police and told that we have no right to be there. The "road" if you can call it that, is not a road, but a sandy path that you are unable to drive on without 4 wheel drive, and approximately 3 years ago, I received paperwork from Mr. Riley (all in Spanish mind you) regarding the zoning and had it translated. It basically stated that we would never be able to build what Tom promised we would be able to build there, as the beach area is a "nature reserve" and that only minimal "eco huts" can be put up on the lots, no electricity, no plumbing, no roads, no movement of the sand, etc, etc..
Trans Caribbean Trust, TCT, is a 3 letter word for "STEAL YOUR MONEY" and I hope that some justice is brought to the victims of Tom Riley.
It appears that after reading the few posts that have been left here, that my husband and I were not the only ones swindled out of our life savings and that this man should be put in a prison!
Tom and Bill Mabra: if you are reading this: Donald Trump never developed that side of the island as you promised he was going to, now could you kindly return my money? We would like it back; it took a long time for us to save it!

do you really believe the bull sh=t you write ? who do you pay to write this stuff. You sold useless land. You promised to put in roads, utilities etc. We know you have no control over "acts of god" but we have control to let the world know what you are all about. Yes maybe you have a few "satisfied customers" but you have sold hundreds of useless lots  for hundreds of thousand of dollars each. You have made millions while destroying peoples life savings and retirements. You are no better than a terrorist. You hurt hard working Americans like myself. Shame on you tome Wriley and your herd of outlaws. One day god will judge you ..

Who are you, what project did you get involved with? If your rebuttal.is true, give some real details. All I know is that we got screwed out of $330,000.00. And so did many others . I am not an unique case. I do not have exact numbers , but there were 80 lots sold in my project which all are useless. And I would guess about 200 in Pelican beach project that is useless. We can't even access the property . Transcaribbeantrust promised to build a road which they never did. Promised that we would be able to get permits , which we can't. If this company is so great, they should bite the bullet and MAN UP. Refund the people like myself who took out a loan and spent there life savings on this useless land, while the owners of TCT are flying around on their private jets. Transcaribbean trust has a build able guarantee. The land we bought is useless and we can't get any building permits. Further more TCT promised to build roads behind the two developments which they did not. We can't even access our property. Lies ,lies, and more lies. If they were a solid company then why are so many people after them. Theodore Wriley and his bandits are ghosts, you can't find them anywhere on the web. My understanding is that Tom Wriley is a Canadian citizen. He sold these lots to mostly Americans. The land is in Mexico, so you could not even sue him if you could find him. I have a list of almost 150 useless lots they have sold. If you are one of the few that got a good lot .. Hurray for you. But what about the rest of us victims. It's your life savings. I would not gamble on them . We did and lost $330,000.00 as well as the other 80 or others in the area we bought. What is that $330K times 80 is 24 million plus. If they stand behind their promise, why have I NOT been offered a refund on my Measly $330 k. I also think I have that document that Tom gave us regarding the zoing-it's all in Spanish mind you, however I did have it translated.
Give me a few days to dig it up, but any help you could give us, I would be eternally grateful!

Nine Years ago, Trans Caribbean was invited to market and sell several oceanfront lots owned by a large estate on the Island of Cozumel. At the time these lots had open zoning and were accessed by an existing primitive sand beach road. Less than a year later in 2005, Cozumel was ravaged by double Hurricanes that resulted in the Mexican Military barricading the area for 2 years and placing a halt to any development there. Many people died in these storms.

In 2008, the barricades were lifted and zoning was changed for residential use. Subsequently the federal government has declared 40,000 acres of the island to be a wild life reserve-sanctuary and further restricting development of all land in the reserve.

Unfortunately for our clients and ourselves we have no control over Hurricanes, Acts of God, or the Mexican Federal Government. All countries in the world have the right of eminent domain and exercise it as they see fit to create reserves or protected areas for the public good. Ironically, conservationists usually applaud such events whereas property owners often have a different view point. We at Trans Caribbean share their feelings and own many properties located in the reserve.

Not sure what all this is about, is it really the realtors fault if the Mexican Government decides to

re-zone the land and change it into a Federal Reserve. Shouldnt you guys be filing a Ripoff Report on the Mexican Government?

Having made recent contact with Trans Caribbean Trust and doing our own research, we are happy enough that the lot we are about to purchase is sound and has good, clean and clear title. We have a copy of the Use of Ground Certificates and we know exactly what, where, size etc. etc. of home we can build.

When we came across this Ripoff Report forum, naturally we were pretty concerned. Once we spoke to our agent he explained that out of over thousands of happy customers a few have decided to take out their frustrations on Trans Caribbean Trust. Any one in a similar position to me should speak to their representative at Trans Caribbean who will be more than happy to explain the situation on Cozumel.

Eagerly waiting to start construction.

It cost me 330k I started a blog on facebook   transcarribbeantrust not  I have www.transcaribbeantrus.net   i can be reached at  transcaribbeantrust.net  I new of Tom Wriley, but not of this other partner.. send me what you have and i will make him and his kids lifes miserable
