Complaint Review: Government

I received a call from Travis Smith "an Indian guy with American name" on october 21, 2015. Saying he was calling from the Government his phone number was (0123456789). He said that I had been approved by the IRS to receive 15,800,40$ in grant money because I was an oustanding tax payer with no criminal record.

Therefore, he told me that I could use this grant money for any legal purpose in the Country. Then he asked me how I would like to receive this money by direct deposit or I prefer them to send me a card with the money on it.

I said I prefer them to deposit the money in my bank account. After that, he asked me for my debit card informtion in order to get the money into my account.

Once he finished talking my debit card information, he gave me something as tracking number (PA281660) and a phone number that I need to call (210 888 8560) to complete my transfer.

When I called the number, the guy was also an indian, and he told me that he works for the Government too. His name is Harry Carter. He was very professional on the way he was talking.

It seemed as people where talking around him as when you are in a store. That is why I thought it was authentic. Harry Carter asked me if I was single or a married and how much money was in my bank account.  I said I'm no married, but I have a girlfriend

and I don't know how much money there is in my account. Then he said that he wants me to go to moneygram and pay a 275$ ID verification fee to be able to receive the grant money into my bank account. Also he will refund me back the 275$ into my account.

So I went to moneygram, and I paid $275 thinking that I will get all this money back into my account. I never applied for a grant, but I thought that I was lucky. So i sent him the money, but he gave me another name to use in the transfer (April Smith) .

He told me April is the guy who works for that. Also, he told me to write a test question (What is my age?) and give him the answer.

After he received the money, he set my call on hold while he was using his computer. About a 25 minutes the call ended. A minute later Harry Carter call me back telling me that there is a problem with the transfer because the amount is over 15k. He told me that the Pennsylvania Government is charging me 900,99$.

From there I knew something is going on because the government will no be charging me a grant refunds. So I went go home, I took my computer, and I call him again.

However, I started recording our conversation while we were talking. He didn't know that I was recording our conversation. I told him I don't have the amount of (900,99$)

that the Pennsylvania Governments are charging me in my account if there was any other way I might receive this money.

He said no because he has already started the process. Therefore, he asked me what is the amount I have in my bank account. I said less than 900,99$ Then he said no problem. He will help me to complete the amount of 900,99$ 

To the Pennsylvania Governents. After that he asked me if was able to complete 600$ so that he can complete the rest of the amount. I said no, I'm no able to complete this amount (600$) then he said again no problem he will support me,

but as soon as I receive the money I need to send him back the money that he will be borrow me to complete (900,99$), so I agreed. Also, he said that one I pay the Pennsylvania taxes, the money will be into my bank account in 30 minutes.

So I sent him another moneygram with the same name (April Smith), and a test question as he told me before (what is my age?) and give him the answer.

Then he set me on hold again around 20 minutes, and the call ended. After a minute, he call me back saying that the Pennsylvania Government Blocked the money he was trying to borrow me to complete 900,99$.

So I need to pay all the amount of 900,99$ by myself without any supports from someone else. Then I told him that

(Sir I have fallen into your trap, But one day the Government will catch you and you will pay all the demage you are doing to American Citizens)

After that I hug up the phone then I called 911 and give them my report. Finally, I called the moneygram frauds department. Unfortunately, they weren't able to do nothing else because the 2 transactions have been already received.

Note: I have a recording conversation between Harry Carter and I in case that might help to catch these people, I'm able to provide it.
