I bought 3 teacup chihuahuas 2 are dead the 3rd is sick never recived the papers on them. She sells them out of her van or a motel room from dallas to beaumont.

They are severals things you can do :
- 1 Contact your authorities : The Police, show them the forged Health certificate, the vet could have serious problem doing that, and let them know what happened
- 2 File a complaint with the Texas Department of Agriculture and Consumer Services : USDA - File a complaint online against this person, they should send an inspector to check the animals.
