Uber picked me up. It did not take me long to realize the driver was druk. When the incident was report, Uber blamed me and not the taxi driver. In order to avoid law suit they shut the account and never refunded the money. I was with my family. 

I do not recommend using Uber. They are hiring people right and left. Lift has more stringent hiring requirements. 

 Leadership did not do anythig about the incident. I contacted the CEO and no one responded.

So of course since you knew the driver was drunk you immediatly requested them to stop driving and you then contacted the police.  So what did the police say when you called?

By the way shutting down an account doesn't avoid a lawsuit. In fact if you are telling the truth it makes your case even stronger because you can prove that they knew and were trying to keep you from doing anything about it.

Also, can you please explain the technology that the other company uses that guarantees that a person will not be drunk when they get behind the wheel.  Because the only one I am aware of are interlock devices, and unless you know something the rest of us don't, I do not believe that they use those.
