UnitedHealthCare received money from the state of Pennsylvania that was supposed to go to doctors for delivering quality care to Medicaid recipients.  Most pennsylvania doctors never saw a dime of these awards in 2011, 2012 and 2013.  UHC, and other insurers who manage Medicaid for PA are chargEd with monitoring the quality of care medical care delivered.  They are supposed to deliver these financial rewards to those primary care physicians who meet certain rates in certain measures of quality.  They are supposed to receive these awards 2 times a year.  

UHC not only does not bother with the awards in most cases, they deliberately report doctors as scoring lower than they really scored so they don't get a financial reward.  UHC reserves awards for political favorites who "play ball" with UHC.  There are 2 managers in the quality department who are responsible, and they have eliminated all employees in the Quality department who noticed or question what is going on.  The practices are sanctioned by the regional quality manager in Conneticut.  All quality employees but one, who plays along, have been elimated over the past 4 years.  No employee has been able to get the state to listen.
