UPS 6&1/2 hrs to go 12 mile-blames out of state weather Yuma Arizona

Paid for delivery by 10:30 am to a business.  Letter received at 6:am and released for delivery at 9:58 am.

Letter had to go from Lovell, CO to Ft. Collins, Co.  About 12 miles.  Delivered about 4:30 pm - about 6 1/2 hours!

Local office claim refund only from national office.  National office promise refund then called and refuse refund. 

Claim not obligated because of bad weather.  I ask why if temp in Lovell/Ft Collins was in the 50's, what bad weather would cause it to take 6 1/2 hrs to go 12 miles?  No responce-seems bad weather was someplace else in U.S.

"Lovell" Colorado must be further from Fort Collins than you think...

I can't find it on ANY map of Colorado.
