UPS - UNITED PARCEL SERVICE UPS - UNITED PARCEL SERVICE ( AND ) THE MAILMAN-USPS UNPROFESSIONAL AND LAZY WASHINGTON District of Columbia
I LIVE IN AN APARTMENT BUILDING ON THE 3RD FLOOR. MAILMAN PUTS YELLOW NOTICE IN MY MAILBOX TO GO TO POST OFFICE TO GET MY PACKAGE. HE DELIVERS LARGE AND SMALL PACKAGES TO TENANTS WHO LIVE ON THE FIRST AND SECOND FLOOR ONLY -- HE SAID HIS UNION STATES THAT HE DOESNT HAVE TO GO TO THE 3RD FLOOR IF BUILDING HAS NO ELEVATOR. ( WHAT HAPPENED TO CUSTOMER SERVICE? DON'T WE PAY FOR THESE SERVICES UP FRONT VIA STAMPS AND TAXES? ) NOW UPS - UNITED PARCEL SERVICE DRIVER WAS TOO LAZY TO BRING MY PACKAGE TO MY DOOR ON THE THIRD FLOOR. HE LEFT IT BY THE MAILBOXES ON THE FIRST FLOOR -- HOW DO I KNOW -- WELL AFTER WAITING AND WAITING AND WAITING -- I CALLED UPS -- SURE ENOUGH IT WAS NOTED IN THE DRIVERS RECORDS THAT HE LEFT THE PACKAGE INSIDE THE BUILDING NEAR THE MAILBOXES -- THE PROBLEM IS I NEVER GOT MY PACKAGE -- ITS AN APARTMENT BUILDING WITH 13 OTHER UNITS -- WE DON'T KNOW ONE ANOTHER -- THAT'S A SHAME WITHIN IT SELF -- BUT -- I DON'T HAVE MY PACKAGE -- I AM UPSET -- THE COMPANY I ORDER FROM HAS DEBITED MY ACCOUNT FOR THE MERCHANDISE -- WHAT DO I DO? I'VE PAID FOR MERCHANDISE I DON'T HAVE AND UPS IS TELLING ME TO HAVE THE COMPANY TRACK THE PACKAGE. THE COMPANY IS TELLING ME TO TALK WITH UPS. WHERE IS THE JUSTICE AND HOW DO I GET MY MONEY BACK. I TRIED TO ENSURE SAFE DELIVERY OF MY PACKAGES BY LEAVING A NOTE AT THE FRONT DOOR WITH MY TELEPHONE NUMBER AND APARTMENT NUMBER ON IT SO THAT THEY ( UPS & MAILMAN ) CAN CALL ME AND I COULD COME DOWNSTAIRS AND GET MY PACKAGES. UPS SAID THEY DON'T ALLOW THEIR DRIVERS TO USE CELLPHONES ON THE JOB AND THE MAILMAN SAID HE CAN'T USE HIS CELLPHONE EITHER. WHAT SHOULD I DO TO GET MY MONEY BACK OR MY MERCHANDISE FROM THE CATALOG COMPANY WHO HAS MY MONEY. AS FOR THE THEIF -- HE / SHE WILL GET THEIRS ONE DAY.

All delivery personell of any carriers only deliver to an address. In apartment, that means entry area only. None of them would have time for their deliveries if they had to run hallways or climb stairs.
The post office (USPS) in a privately run corporation no different than UPS or FEDEX. Our taxes have nothing to do with postal delivery. To suggest part of our taxes pays for 3rd floor apartment deliveries is rather lame. For time and legality reasons, no delivery driver carries a cell phone. Amongst other reasons, it removes the possibillity that a person like "N" would file a complaint that he saw a driver talking on the phone while behind the wheel.
If this package in fact was delivered by UPS and simply left without a signature, a formality tracer will be placed and a claim will be approved. Due to the fact that packages are insured for a minimum of $100, however, UPS and FEDEX do not leave packages at apartments without handing them to a person and getting a signature. It would be quite interesting for this "N" person to give us the tracking # for us to verify the complaint. If "N" doesn't, it will be assumed that this person with the stuck cap key is rather ignorant and prefers to blame others before getting the facts straight.
