A scam

You can tell just by his signature that it is a scam. The fact that he has the statement you posted is another clear indicator it is a scam.  Plus any time someone calls you or emails you and requires immediate payment of debt under threat of arrest - it is a scam. That is why he doesn't have any verification of debt for you because the whole thing is meant to scare you into paying for this debt that doesn't exist.  Good thing you caught it and didn't pay him.
