US Salon Supply Refused to refund full purchase price, Internet

I placed an order on internet and decided to change the order within 24 hours.  I contacted them via email and phone.  The vendor did not contact me back even when the message said they would return my call within 24 hours.

I received the package and refused delivery and it was returned.  They received it back within 3 days.  After 7 days I left two messages, one email and another email on their site requesting a phone call back.  They did not respond to either of them.  I sent a 3rd request after 10 days requesting my refund.  I received the standard we will contact you within 24 hours.  They did not respond.  I contacted them again demanding my refund.  After 15 days they finally refunded me $53.52. 

My original order amount was $67.38 plus $6.00 for shipping for a total of $73.38.  They reduced my refund by $20 for shipping charges, my original $6.00 shipping charge and $13.82 for return shipping charges.  I refused the package and should not be charged for shipping for an order they did not respond to so I could change my order.  I am still trying to get the rest of my money back but their customer service so horrible and you never get to talk to living and breathing person, only emails if they feel like responding.
