Not clear as NOT a VISA or M/C .....

Had received a e-mail for the 'card' application through the internet. Message was basic..." Allow a trasnsfer of $179.90 from my checking account. This was to be refunded by a 'refund'check later to be credited towards my account for the amount of $150.00.

I applied for, Dec. 18, 2002.... My checking account was deducted for the amount of $179.90 shortly later.
Today.... Jan. 4, 2003...I received the paperwork for a card worth $12,500.00 towards merchandise at a site on the internet.

The site does not exist.... This card is NOT a VISA or a MasterCard. It seems that Plains Commerce Bank is part of this as within the 'paperwork' included and sent to me... was an application for a VISA through Plains Commerce Bank...?
