On my SBC phone bill dated 7/19/94, there was a page for USBI charging over $100 for calls made to Guyana. There were 5 calls, all to the same number listed - 4 at 20 minutes and 1 at 2 minutes.

The date of the charges was 7/13/04 beginning at 5:16am. I called the toll-free number listed on the bill for USBI, and was told by a representative that those charges are for accessing a website. I explained that my family was out of town at that time and no one was home to access a website. My husband looked up the computer's history and found no internet access between 7/11 and 7/16.

The USBI representative told me that my husband was "probably looking in the wrong place" and I told him that I thought the charges were made in error. USBI, as a "one-time courtesy" said that they would remove the charges and put a block on the website that was accessed, but told me that they did not bill me in error. They insist that someone must have entered my home at 5:00 in the morning, accessed a website for almost 1 1/2 hours, then removed the activity from the history information.

I have filed a formal complaint with the Public Utility Commission of Texas and am considering filing a complaint with the FCC as well.
