Complaint Review: USBI -TRALEE TELEPHONE

I just recieved charges on my phone bill for USBI:
on behalf of TRALEE TELEPHONE CO
$13.90 for SAVINGS PLUSMTHLY FEE &
$ 1.24 for UNIVERSAL SERVICE FND

I never authorized ANYthing of the sort, I have not changed telephone carriers and these charges are out of nowhere!

I did some research, found another similar complaint and also an FCC report online:

I know I did not authorize these charges or request any changed in my telephone service whatsoever. I did go to their site (USBI) and send in an inquiry and will await the reply, but I do NOT feel like paying for some obscure charges that I canNOT account for!
