I requested that my package be degraded to Local and Regional only, and that all long distance services be blocked. I was assured that my request was being honored. However, because I try not to rely on just one individual, I called back and requested the same thing again, and I was informed that my request was already fulfilled. I was assured that no one make long distance calls from my residential line and that the long distance was indefinitely disabled. However, to my dismay, Verizon CSR failed to follow my request. Long distance calls were still allowed and that too after removing my long distance services -- making all of the long distance calls be billed at $17+ rates per minute!! I was told that the calls were made by using AT&T services and there is nothing I can do to avoid the bill that was due to the failure of following my request. Verizon did not freeze my long distance services despite my request.

Whoever is doing this, and I suspect that you do know who, has figured a way around your block.

They are being blocked from Verizon, that is why they are going through AT&T.  They are probably entering in the AT&T Access Code(10-10-288) to get around your block.  Since that puts the call through AT&T, Verizon has no control to "block" it.

You didn't mention if you actually tested the "block".  If you haven't perhaps you need to do try to direct dial a long distance number to verify if the Verizon block is at least in place.

 If all else fails, of course you can deal more directly with the one who is making the calls.
